This is a Campaign system. The actual game rules are based on the Memoir'44 boardgame.
You will need a copy of the boardgame in order to play.
These rules enables you to take the boardgame to the tabletop. Rush to Victory is a campaign system that enables 2 players or 2 teams of players to play a series of 9 games and counter-attacks to determine the fate of the free world.
