Changes in setup: Place Railway-only Action tiles next to the Action tile offer. If you are playing without the Court of Progress expansion, return a tile with Court Action back to the box.

Changes in gameplay: When you resolve a Develop action, you may instead of taking a second tile from the offer, spend 1 Thaler, to gain any Railway-only Action tile laying next to the offer. You may place the Railway-only Action tile on a link, using a Worker to mark your ownership, and resolve the action according to the standard rules. You cannot use it on your Player board.
