Overview
City Council: The Disaster Deck consists of ten event cards that disrupt "normal" city life by causing havoc everywhere, and it introduces a new game mode, creating a fully co-operative experience for City Council players. In each round of play, the players change roles, taking crucial steps to prevent these events from tearing apart the growing city.
