Chow's 11 comes with a deck of action cards to influence the game of Wulong in your favor (to manipulate dice, reroll, influence the other players, or defend oneself against the other player's actions). The goal of the game remains the same: Throw a wulong (five dragons in one go) or achieve the biggest fortune at the end of the game.
